Today, President Biden will sign into law the bipartisan CHIPS and Science Act of 2022, which will build on this progress, making historic investments that will poise U.S. workers, communities, and businesses to win the race for the 21st century. It will strengthen American manufacturing, supply chains, and national security, and invest in research and development, science and technology, and the workforce of the future to keep the United States the leader in the industries of tomorrow, including nanotechnology, clean energy, quantum computing, and artificial intelligence. The CHIPS and Science Act makes the smart investments so that Americans can compete in and win the future.
The law will also ensure the United States maintains and advances its scientific and technological edge. In the mid-1960s, at the peak of the race to the moon, the federal government invested 2 percent of GDP in research and development. By 2020, that number had fallen to less than 1 percent. Economic growth and prosperity over the last 40 years has clustered in a few regions on the coasts, leaving far too many communities behind. The CHIPS and Science Act will ensure the future is made in ALL of America, and unlock opportunities in science and technology for those who have been historically left out.

Following the Xinhai Revolution, further development followed the opening of the railway to Hankou in Hubei province in 1918, which was later extended to Guangzhou in Guangdong Province in 1936. Although Changsha's population grew, the city remained primarily commercial in character. Before 1937, it had little industry apart from some small cotton-textile, glass, and nonferrous-metal plants and handicraft enterprises.
The Xiang is the main river in the city, running 74 km (46 mi) northward through the territory. 15 tributaries flow into the Xiang, of which Liuyang, Laodao, Jinjiang and Wei are the four largest.[48] The Xiang divides the city into two parts. The eastern part is mainly commercial and the west is mainly cultural and educational. On 10 October 2001, the seat of Changsha City was transferred from Fanzheng Street to Guanshaling. We will work faster to build China into a manufacturer of quality and develop advanced manufacturing, promote further integration of the internet, big data, and artificial intelligence with the real economy, and foster new growth areas and drivers of growth in medium-high end consumption, innovation-driven development, the green and low-carbon economy, the sharing economy, modern supply chains, and human capital services. We will support traditional industries in upgrading themselves and accelerate development of modern service industries to elevate them to international standards. We will move Chinese industries up to the medium-high end of the global value chain, and foster a number of world-class advanced manufacturing clusters.

Students will spend one week of intensive study in Providence reading literature on the political economy of development in Thailand, as well as scholarship on critical humanitarianism and industrial complexes around the world.
